You are moving a commercial working vessel from one register to another. The vessel needs to be deleted, sailed to its new flag state, and formally registered on arrival. A provisional registration covers the transit, giving the vessel a valid flag for the entire passage, including contingency time for weather and routing. Valid for up to one year where the voyage demands it.
A valid flag for the passage – from deletion to formal registration
Provisional registration for a commercial working vessel covers one specific situation: the vessel has been deleted from its current register and needs to be sailed to the port or shipyard where it will be formally registered under the new flag state. During that transit, the vessel must carry a valid registration. The provisional registration is that document.
The sequence is always the same. The vessel is first deleted from its existing register, and where the new flag state’s register requires it, the Certificate of Deletion is legalised with an Apostille. The provisional registration is then arranged under the chosen flag state. The vessel departs, completes the delivery passage, and on arrival the formal registration under the permanent flag state is applied for and processed.
For maritime brokers managing vessel transactions and operators overseeing re-flagging, the provisional registration is the instrument that keeps the vessel legally flagged throughout the transition. Getting the timing right matters: the provisional registration must be in place before the vessel departs, and its validity period must be long enough to cover the entire passage, including a realistic margin for weather, routing changes, and port calls along the way.
On long international passages, that margin can be significant. For a delivery voyage from northern Europe to South-East Asia, or across the Atlantic to the Americas, a one-month or two-month registration leaves no room for a slow crossing or a weather delay. For those voyages, a provisional registration valid for up to one year is the appropriate instrument …….and we arrange it.

Delete – transit – register
Provisional work boat registration sits in the middle of a three-step process. Each step must be completed in the right order, and we manage all three.
Step 01
Delete from the current register
The vessel must be formally deleted from its current register before any provisional registration can be issued. A vessel cannot hold registrations under two flag states simultaneously, this is a firm rule under international maritime law.
We manage the deletion, obtain the Certificate of Deletion, and arrange the Apostille legalisation if the new flag state’s register requires it. The provisional registration is not applied for until the deletion is confirmed and the Certificate is in hand.
Apostille: Some receiving registers will not accept a Certificate of Deletion without an Apostille. We check this for your specific flag states before the process begins.
Step 02
Provisional registration for the passage
Once the Certificate of Deletion is in hand, we apply for the provisional registration under the chosen flag state. For vessels under 24 metres, this is typically issued within 24 hours of complete documentation being provided. For larger vessels, the timescale depends on the flag state and the documentation involved.
The validity period is chosen to cover the entire delivery voyage, including a realistic margin for delays. For short passages, one or two months may be sufficient. For longer international deliveries – Atlantic crossings, passages to Asia or the Americas – a validity of six months or up to one year provides the necessary contingency.
Flag state selection: We work exclusively with white and grey Paris MoU listed flag states. The choice of flag is made based on the vessel type, route, and ownership structure.
Step 03
Formal registration on arrival
Once the vessel reaches its destination, the formal registration under the permanent flag state is applied for and processed. The provisional registration remains valid throughout this process and is superseded by the full Certificate of Registry once it is issued.
We manage the full registration as the natural continuation of the provisional process. The documentation already collected for the deletion and provisional registration is carried through, so the formal registration does not require a second full document collection from scratch.
Flag state advice: If the permanent flag state is not yet decided, we advise on the right choice based on the vessel’s type, ownership structure, trading area, and manning situation before the formal registration is applied for.
Up to one year – sized to the voyage
The validity period of the provisional registration must be long enough to cover the entire delivery passage, including a realistic contingency for factors outside the operator’s control: weather windows, port calls, mechanical delays, and the unpredictable nature of long oceanic passages.
A provisional registration that expires mid-passage leaves the vessel in an ambiguous legal position. Getting the validity period right at the outset – and building in sufficient margin – is part of the advice we give before the application is submitted.
For commercial working vessels, validity periods of up to one year are available through specific flag states. This makes provisional registration a workable instrument for even the most extended delivery voyages, something that shorter-validity yacht registrations cannot always accommodate.
Extensions
Where a voyage is delayed beyond the original validity period – by adverse weather, a mechanical issue, or other unforeseen circumstances – an extension can generally be arranged. The extension must be confirmed before the current registration expires. We manage this proactively and maintain communication with the vessel throughout.

White and grey Paris MoU flag states only
The Paris Memorandum of Understanding on Port State Control publishes an annual list that classifies flag states based on the detention rate of their registered vessels at Port State Control inspections. A flag with a high detention rate signals poor oversight of its fleet, and vessels registered under those flags are subject to heightened scrutiny, more frequent inspections, and elevated risk of detention in European and other Paris MoU ports.
For a vessel on a delivery voyage, a PSC detention is not just an inconvenience, it can disrupt the entire delivery schedule, trigger additional survey requirements, and create legal and commercial complications for the broker and the new owner.
Lorrendraaier works exclusively with flag states on the white or grey list of the Paris MoU. We do not use black-listed flag states, regardless of their cost or administrative convenience. This is not a commercial preference, it is a condition of providing a service that genuinely protects your vessel and your client’s interests during the passage.
White list – preferred
Flag states with a consistently low detention rate. Well-regulated registers with effective oversight of their fleet. The lowest PSC inspection risk for vessels on delivery voyages.
Grey list – accepted
Flag states with a moderate detention rate, above the white list threshold but not in the high-risk category. Accepted where the white list options do not suit the vessel’s ownership or type requirements.
Black list – not used
Flag states with a high detention rate, indicating poor regulatory oversight. Vessels under these flags face significantly elevated PSC inspection risk. Lorrendraaier does not arrange provisional registrations under black-listed flag states under any circumstances.
Our policy
We work only with white and grey Paris MoU listed flag states for provisional registrations. This applies without exception. If you have been quoted a black-listed flag state by another provider, do speak to us before proceeding.
A provisional registration does not reduce compliance obligations
The vessel must be fully compliant before departure. These conventions apply throughout the provisional registration period, as they would under any full registration.
SOLAS
Safety of Life at Sea. Sets minimum safety standards for the construction, equipment, and operation of commercial vessels. The flag state is responsible for enforcement, but Port State Control can inspect at any port of call during the delivery voyage. You operate commercial working vessels and need to register one under the right flag, one that accommodates your ownership structure, your crew, your trading pattern, and your operational requirements. The advice gives you the complete picture before you commit.
MARPOL
Prevention of pollution from ships. Governs oil, chemicals, sewage, garbage, and air emissions. The certificates required depend on the vessel’s type and size, these must be in order and current before the vessel departs.
STCW
Standards of Training, Certification and Watchkeeping. Officers and crew must hold the appropriate certificates for the vessel’s type and the intended voyage. Some flag states require endorsements to be issued or recognised under that specific flag.
