Yacht Registration under the San Marino Flag
The world’s fastest yacht registration. Certificate of Registry issued in 2 working days. All nationalities, bareboat chartering permitted, no annual fees, VAT status unaffected.
The San Marino ships register is relatively young, but it has made speed and efficiency its defining characteristic. If you have a transaction deadline, a delivery date to meet, or simply prefer not to wait weeks for paperwork, San Marino offers something no other flag state can: a fully issued Certificate of Registry, Yacht Safety Certificate of Compliance, and Ship Station Licence within two working days — provided all documentation is in order. The register is well-organised, professionally run, and open to all nationalities worldwide without restriction.
San Marino is also one of very few European registers that permits bareboat chartering on a recreationally registered pleasure craft — up to 84 days per year. Together with the Netherlands, it is one of only two European flag states that offer this option on a private registration. This, combined with the absence of annual fees and the fact that registration has no effect on the vessel’s existing VAT status, makes San Marino a genuinely practical choice for a wide range of private owners. There is one condition that applies to virtually everyone reading this page: owners who are not resident in San Marino — which covers the great majority of applicants — must appoint a San Marino Resident Agent. This is a mandatory requirement, not an optional one, and is explained fully in the requirements section below.

Registration process
How the world’s fastest yacht registration works in practice.
Registration is entirely paperless. All documents are submitted by email to the San Marino Ship Register (SMSR), which manages the process on behalf of the San Marino Maritime Navigation Authority (SM MNA). The application, supporting documents, and the Ship Radio Station Licence application are submitted together in a single email. Lorrendraaier handles this end to end.
- Submit the complete documentation package by email to the SMSR registration team. All forms must be filled out electronically and submitted as individual PDF files. Documents not in English or Italian must be accompanied by a certified translation.
- On receipt of a complete application, the SMSR issues a proforma invoice for the registration fees.
- Once payment is confirmed, registration proceeds. The Certificate of Registry, Yacht Safety Certificate of Compliance, and Ship Station Licence are issued within 2 working days.
Processing times: 2 working days from submission of a complete, correct application. Incomplete applications are not proceeded with — the SMSR will return the application for completion. The most common cause of delay is missing or incomplete documentation, rather than the register’s processing time.
Contact: The SMSR registration team can be reached at registration@smsr.sm. The official registration guide and all application forms are available at smsr.sm/private-yacht.
Requirements
Who may register, what documents are needed, and the Resident Agent requirement explained.
Nationality
All nationalities are eligible without restriction. The register is open to individuals and companies of any nationality worldwide.
Resident Agent — mandatory
Any person or company that is not resident in San Marino must appoint a San Marino Resident Agent as a condition of registration. This applies to virtually all applicants. The Resident Agent is a formally approved intermediary based in San Marino who acts as the owner’s registered representative. Lorrendraaier can guide you through the appointment process as part of the registration.
Documentation
The following documents are required. All must be in English or Italian, or accompanied by a certified translation:
- Builder’s certificate or Bill of Sale (if not in English or Italian: certified translation required)
- Deletion certificate or closed transcript from the previous flag state
- CE Declaration of Conformity
- Passport of all applicants (for individual owners)
- Company register extract — not older than 6 months — listing all officers, directors, shareholders, and UBO (for company owners)
- Copy of all survey reports or statutory certificates (see inspection section)
- Power of Attorney, where applicable
- Previous International Tonnage Certificate, where available
Inspection
For private pleasure craft under 24 metres load line length, a physical inspection is not required. The safety certification requirement is satisfied by one of the following:
- A completed self-assessment
- A CE certificate not older than 1 year from the date of registration
- A copy of an existing survey report and safety certificates
For vessels of 24 metres load line length and above, an inspection is required and may be carried out by a San Marino authorised surveyor or a recognised organisation (RO). Authorised ROs include RINA, Bureau Veritas, Lloyd’s Register, DNV, American Bureau of Shipping, and Turkish Lloyd. The UDICER surveyor network is also accepted.
Safety equipment
No specific safety equipment is required as a formal condition of registration for private pleasure craft under 24 metres. The self-assessment covers the vessel’s safety equipment declaration.
Taxes and levies
There are no annual fees. A one-time registration fee applies at initial registration, invoiced by the SMSR once the application is complete.
A certificate renewal fee applies every five years when the Certificate of Registry and Safety Certificate are renewed.
San Marino is not a member of the European Union. Registration of a vessel under the San Marino flag has no effect on the vessel’s existing VAT status. The EU VAT position of the vessel remains exactly as it was before registration. For questions about VAT treatment of your vessel, we can refer you to a specialist.
Operating licence
No separate operating licence is required as part of the registration process for a sea-going pleasure craft under 24 metres. You must comply with the competency and licensing requirements of the country in whose waters the vessel is being operated. Any recognised nautical qualification — including RYA, STCW, ICC, and equivalent — is accepted.
Documents issued by the flag state
All three core documents are issued simultaneously within 2 working days.
Provisional Registration
Available as a standalone product — not a preliminary stage of the full registration, but a separate registration in its own right. The Provisional Registration is valid for one year and can be converted into a permanent registration at any time. The requirements and documentation are exactly the same as for permanent registration. It is particularly useful where an owner wishes to sail under the San Marino flag immediately while keeping options open on the permanent flag state choice.
Certificate of Registry
Issued in both paper and digital format within 2 working days of a complete application. The registration entry is permanent; the Certificate itself is renewed every 5 years. It records: vessel name, registration number, port of registry, measurements, gross tonnage, type of vessel, HIN number, engine power, builder, and owner. It is accepted internationally for port clearance purposes.
Yacht Safety Certificate of Compliance
Issued simultaneously with the Certificate of Registry, based on the self-assessment form (for private vessels under 24 m) or the survey report (where inspection is required). Valid for 5 years, then renewed via a repeat self-assessment or inspection. Must be kept on board at all times.
For vessels under 10 metres, the Safety Certificate of Compliance is not mandatory but may be obtained on request. If obtained, it is valid for 5 years.
Ship Station Licence
Issued by the SMSR itself, alongside the Certificate of Registry and Safety Certificate, within the same 2-working-day timeframe. The Ship Station Licence application is submitted together with the registration application — there is no need to apply to a separate telecoms authority. Renewal is tied to the 5-year certificate renewal cycle.
Tonnage Certificate
Required for vessels of 24 metres and above. A previous International Tonnage Certificate, if available, may be submitted with the application. For vessels under 24 metres in private use, no Tonnage Certificate is required as part of the registration process.
International standing
Why San Marino does not appear in the Paris MoU rankings — and what that means for you as a private owner.
San Marino does not appear on the Paris MoU published lists (White, Grey, or Black). The Paris MoU’s lists are compiled from port state control inspection data accumulated over a rolling three-year period. To be listed at all, a flag state must have had a sufficient number of inspections of its commercial vessels in that period. San Marino is a relatively young and growing register, and the volume of inspections of its commercial fleet has not yet reached the minimum threshold required for inclusion in the published rankings.
What this means for private pleasure craft owners
Port State Control inspections under the Paris MoU target commercial vessels — merchant ships, commercial yachts, and passenger vessels. Private pleasure craft are not subject to Paris MoU Port State Control. San Marino’s absence from the published MoU lists therefore has no practical bearing on an owner registering a private pleasure yacht under the San Marino flag.
What does matter for private owners is the practical standing of the register: San Marino is a fully IMO-member state, the SMSR is a professionally run authority, and the register is growing in both size and recognition. San Marino-registered vessels are accepted in ports throughout Europe and internationally. The register’s youth — and its absence from MoU ranking tables — is a reflection of fleet composition, not of flag state quality or operational reliability.
The Lorrendraaier ranking draws on Paris MoU and Tokyo MoU performance data as core inputs. Because San Marino is not yet listed, we are unable to assign a formal score. For the full ranking methodology, see our Global Flag State Ranking 2025.
Frequently asked questions about San Marino registration
Who can register a yacht under the San Marino flag?
All nationalities are eligible — there are no restrictions on the owner’s nationality or country of residence. Owners who are not resident in San Marino (which covers virtually all applicants) must appoint a San Marino Resident Agent as a mandatory condition of registration. Lorrendraaier arranges the Resident Agent appointment as part of the process.
How quickly can I get a San Marino Certificate of Registry?
Within 2 working days of submitting a complete and correct application. The Certificate of Registry, the Yacht Safety Certificate of Compliance, and the Ship Station Licence are all issued simultaneously. The condition is that the documentation is complete — incomplete applications are returned. Getting the documentation right first time is where Lorrendraaier adds the most value.
What documents do I need for San Marino yacht registration?
Builder’s certificate or Bill of Sale; Deletion certificate from the previous flag; CE Declaration of Conformity; a self-assessment or CE certificate not older than 1 year (or existing survey report); passport of all applicants; company register extract not older than 6 months (for company owners); and a Power of Attorney. All documents must be in English or Italian or accompanied by a certified translation. Documents are submitted by email in PDF format.
Does my San Marino registration expire?
The administrative registration entry is permanent. The Certificate of Registry and the Yacht Safety Certificate of Compliance are renewed every 5 years. The renewal process is straightforward and is handled by Lorrendraaier on your behalf.
Can I use my San Marino-registered yacht for bareboat chartering?
Yes — up to a maximum of 84 days per year. This is one of the most distinctive features of the San Marino register. Very few European registers permit bareboat chartering on a recreationally registered pleasure craft. If you wish to charter your vessel beyond 84 days per year, or on a commercial basis, a different registration category would apply.
Does San Marino registration affect the VAT status of my yacht?
No. San Marino is not a member of the European Union. Registering your vessel under the San Marino flag has no effect on its existing VAT status — the vessel’s VAT position remains exactly as it was before registration. This is an important practical advantage for owners whose vessels have paid EU VAT and who do not wish to disturb that position.
What is a San Marino Resident Agent and do I need one?
A Resident Agent is a formally approved representative based in San Marino who acts as the owner’s registered contact with the ships register. Owners who are not resident in San Marino — which is the case for virtually all applicants — must appoint a Resident Agent as a mandatory condition of registration. The engagement and fees are arranged directly between the owner and the chosen agent. Lorrendraaier guides you through the appointment process as part of the registration.
